Election 2010 Poll AutomationManila, Philippines – Once again, Filipinos perk up with the news that the first ever and much anticipated poll automation of 2010 would push through.

Last Monday, local firm Total Information Management Corp. (TIM) informed Commission on Elections (Comelec) chairman Jose Melo of its withdrawal from the joint venture with foreign firm Smartmatic International. A disappointed Melo announced on the next day that the chance of next year’s poll automation is “very very very slim”.

It was hinted that the country would be reverting to the highly doubted manual system of election; much to the public’s frustration. Melo however raised the possibility of a partnership between Comelec and Smartmatic in order to save the automation project.

As it turns out, there is no need for an alternative course of action when the consortium that won the public bidding has finally settled their differences. It is said that the papers concerning the incorporation have been signed and will be submitted to the Securities and Exchange Commission on Monday. The joint venture would then sign the P7.2 billion poll automation contract with Comelec.

Negotiations between the two parties were conducted privately however, and so the reason behind the dispute is still unclear. Jose Mari Antuñez, TIM president, maintains that the rift was “not about money” yet remains silent as to its actual cause.

Further problems?

With the documents signed, the two are bound to deliver or else be held liable for their shortcomings.

Teodoro Casiño , Bayan Muna representative was not easily swayed, insisting that investigations regarding the basis of the quarrel continue. Melo was of a different opinion, the Comelec head stated that lingering on the past problem may only “open old wounds”.

What is important however is that the public’s hope for a swift and straightforward election that would honestly point out the nation’s next choice for its leader is in the works.
